JCS-OREGON, LLC  provides planning, engineering, and construction services on residential, commercial, and medical facilities projects.  The company evolved from Expedition Project Management started in the mid 1990's to provide construction project planning and management services for factory, municipal, and land development clients across the United States.  John Chmelir's Sons, LLC was established in Southern Oregon in 2002 and evolved into JCS-OREGON.

 

The Owner, John D. Chmelir, is a retired US Army Corps of Engineers Officer and Professional Engineer registered in Oregon and four other western states.  He has spent his career managing engineering and construction firms providing a wide array of services on projects across the country.  John has been project principal on works as large as design of the West Airfield at the Denver International Airport, Program Planning for the National Operations Center for the Strategic Defense Initiative (Star Wars), and development of the Design/Build contract for E-470, the toll way around the east side of Denver. For the Marmon Group, an industrial conglomerate now owned by Berkshire Hathaway, he planned and managed the construction of factory and warehouse facilities manufacturing a wide variety of medical and industrial products.  In Southern Oregon the firm has planned and constructed large residential subdivisions, custom homes, restaurants, lodging facilities, office buildings and Medical Facilities.

 

Project Manager, Bill Chmelir, a retired Army National Guard Helicopter Pilot and Professional Engineer registered in Oregon and Colorado, has 17 years experience designing civil engineering projects, managing infrastructure development, and constructing residential, medical, & commercial buildings.  Bill has been the Project Manager for the design of Jackson County / ODOT Transportation Improvements, design and construction of residential and commercial subdivisions, and the construction of commercial buildings and custom homes.

 

A Veteran Owned Business - A family tradition of Military Service.


Military Service is the tradition of John J. Chmelir and his sons.  He was a WWII B-24 flight engineer and gunner in the 15th Air Force and flew 38 combat missions out of Panatella, Italy.  After the war he was commissioned a Second Lieutenant of Infantry in the Army National Guard, eventually transferring to and retiring from the Air National Guard as a Major after 24 years service.

John Chmelir's sons, John D. and Peter never considered not serving.  John D., Company Owner, served 11 years on active duty as an Army Engineer and another 18 years in the Army Reserve retiring as a Lieutenant Colonel.  Peter, a Naval Aviator, flew for 9 years on active duty and retired as a Captain after 28 years active and reserve service.

 

John D.'s sons John M. and Bill flew together in the Colorado Army National Guard.  John retired after 17 years as a Staff Sergeant and UH-60 Blackhawk Crew Chief from the Alaska and Oregon Army National Guard.  Bill retired from the Oregon Army National Guard after 22 years as a Chief Warrant Officer 3 Pilot flying OH-58 Kiowa Scout Helicopters.

 

 

Together that totals over 120 years of Chmelir service.  Between 1941 and 2014 there have only been 6 years without a Chmelir in uniform and some years as many as four serving at once.
